If you've started shortlisting TikTok agencies, you've probably noticed something odd. Almost every agency says it's an official TikTok partner, and almost every one says it does everything.
Some of those claims hold up. The catch is that a badge doesn't say which TikTok program it belongs to, and TikTok has renamed or merged several of those programs since 2025.
In this guide, we'll walk through what a TikTok marketing agency actually runs, the 15 agencies we'd look at first as a consumer brand in 2026, and how to check a partner claim before you sign anything.
What does a TikTok marketing agency do?
A TikTok marketing agency typically handles four main areas for a brand. When brands look for TikTok agencies or marketing services, these are usually the core services they have in mind.
Paid ads: This covers everything from planning and buying TikTok ads to running Spark Ads, which let a creator’s or brand’s organic post reach a wider audience as an ad. Agencies may also set up GMV Max campaigns to help boost TikTok Shop sales.
Creators: Agencies help brands connect with the right creators, handle the briefing process, and manage payments. Most of this work now happens through TikTok One, which is TikTok’s main platform for finding and partnering with creators.
UGC creative: Agencies produce a constant stream of creator-style ads for brands to test. Since TikTok audiences get used to creative quickly, having fresh content is key to staying relevant.
TikTok Shop: Some agencies also manage the entire TikTok Shop storefront for brands. This can include setting up product listings, working with affiliates, running live shopping events, and managing Shop ads.
Most agencies specialize in one or two of these areas, rather than covering all four equally well. Before choosing an agency, it helps to figure out which service matters most for your brand right now.

How do you check if an agency is a real TikTok partner agency?
You check a TikTok partner agency by finding its listing in TikTok's own systems, because a logo on a website proves nothing on its own. It takes three steps and about ten minutes.
Step 1: Find out which program the badge refers to
TikTok runs more than one partner program. TikTok Marketing Partners covers agencies and technology companies in four categories: agency, creative, measurement, and marketing technology.
TikTok Shop runs its own partner system through the TikTok Shop Partner Center, for agencies that operate shops. So ask the agency which program it belongs to, and in which category.
Step 2: Look the agency up
For Marketing Partners, search the agency's name in TikTok's public partner directory. For TikTok Shop, ask the agency to show you its partner profile, and confirm it with your TikTok Shop account manager.
Step 3: Match the name on the contract
Check that the name in TikTok's directory matches the company you're signing with. Holding companies, acquisitions, and white-label setups can mean the badge belongs to a different entity.
If an agency can't show you its listing, treat the badge as marketing.
What changed for TikTok agencies in 2026?
Two things changed since early 2025: who owns TikTok in the US, and where TikTok's agency tools live.
The ownership change closed in January 2026. TikTok announced the TikTok USDS Joint Venture, with Silver Lake, Oracle and MGX holding 15% each and ByteDance keeping 19.9%. The joint venture handles US data protection, algorithm security, content moderation and software assurance.
For agencies, the key line is that TikTok's global US entities kept e-commerce, advertising and marketing. TikTok Ads and TikTok Shop stayed where they were, so ad accounts and agency workflows carried on.
The tools moved too. TikTok shut the standalone Creator Marketplace to new campaigns in March 2025 and redirected it to TikTok One in April. In May 2026, TikTok described TikTok One as its single platform for AI creator discovery, trusted agency partners, and content tools.
TikTok Creative Exchange is also moving into TikTok One as Partner Exchange. If an agency's pitch still leans on the old names, ask how it works in TikTok One today.

How much do TikTok agencies charge?
Few TikTok agencies publish their prices, so you'll usually only see a number after a call. The fee tends to follow one of four models:
Monthly retainer: a fixed fee for an agreed scope, common for TikTok Shop management and full-service work.
Percentage of ad spend: common with ads agencies, so the fee grows as your budget grows.
Per campaign: common with creator agencies, priced by the number of creators and pieces of content.
Performance pay: tied to results, which is how TubeScience describes its model.
Darkroom publishes its rate: TikTok Shop management starts at $6,500 a month.
Remember that the agency fee is only part of the cost. Ad spend, creator fees, and product samples sit on top, so ask for a full first-quarter budget before you compare quotes.
Questions to ask before you hire a TikTok marketing agency
Before you start talking to agencies, make sure you know exactly what role you need to fill. Use these questions to figure out who can actually do the work versus who just has a good presentation.
First, decide which parts you handle yourself and which you want to outsource. For example, do you manage ads, creators, user-generated content, or TikTok Shop in-house, or do you need help with some of these?
Ask which TikTok partner programs the agency is part of, and request to see their official listing.
Find out who will manage your account each day and how many other clients that person is responsible for.
Ask how the agency will measure results. Will they report on return on ad spend, gross merchandise value, or new customers? Also, find out how they separate TikTok’s reported results from actual business growth.
Clarify who will own the ad account, the Shop data, and the rights to any creator content after your contract ends.
Be cautious if you hear promises of guaranteed views or viral results, claims about partnerships that can’t be verified in TikTok’s system, or if the agency wants to own your ad account.
The best agencies will give you clear, specific answers to these questions. They’ll also ask you about your margins and business goals.

Frequently asked questions
What does a TikTok marketing agency do?
A TikTok marketing agency runs some or all of four jobs for a brand: buying TikTok ads, recruiting and briefing creators, producing ad creative and operating a TikTok Shop. Few agencies do all four equally well, so start by deciding which job matters most for your brand, then shortlist agencies that specialize in it.
How much does a TikTok marketing agency cost?
Most agencies quote a monthly retainer, a percentage of ad spend or both, and few publish prices. Darkroom publishes its TikTok Shop management rate, starting at $6,500 a month. Ad spend, creator fees and product samples sit on top of any agency fee, so ask for a full first-quarter budget before you compare quotes.
What is a TikTok Marketing Partner?
TikTok Marketing Partners is TikTok's own program for agencies and technology companies it has vetted, listed in a public partner directory. TikTok Shop runs a separate partner system for agencies that operate shops. A badge on an agency's website is a claim, so check the agency's name in TikTok's systems before you sign.
What is the difference between a TikTok ads agency and a TikTok Shop agency?
A TikTok ads agency buys media and judges results on return on ad spend. A TikTok Shop agency operates the storefront itself: catalog, creators and affiliates, live shopping and Shop ads, judged on gross merchandise value. Brands selling physical products on TikTok Shop usually need both skills, in one team or two.
Is a TikTok agency the same as a creator agency?
Not always. In search, "TikTok agency" also describes agencies that manage creators and live streamers, working for the talent side of the platform, while the agencies in this list work for brands. Creators looking for representation should look for agencies that sign and manage creators, which is a different business altogether.
Did the 2026 TikTok US deal change how agencies run ads?
Not directly. The TikTok USDS Joint Venture that closed in January 2026 took over US data protection, algorithm security and content moderation. TikTok said its global company's US entities keep e-commerce, advertising and marketing, which covers TikTok Ads and TikTok Shop, so agency workflows and ad accounts carried on.
